Ashiya (芦屋市; -shi) is a city located in Hyogo, Japan, between the cities of Osaka and Kobe. It was largely destroyed in the Great Hanshin earthquake of 1995, and was rebuilt and transformed into an upper middle class suburban community.

As of 2003, the city has an estimated population of 88,845 and the density of 4,810.23 persons per km². The total area is 18.47 km².

The city was founded on November 10, 1940.
